Water damaged. Ultrasonic cleaned. I removed L1217, L1218, and L1219. The short is on the pin2 side, so not the PMIC. I removed all caps on these rails and short remains. Does this mean CPU is short? Or could it be another random cap on CPU output?

Try to push voltage thru the rails and see what heats up, this usually works well and you will get an idea of what is shorted. Example I had a water damaged 6 and vccmain was shorted to ground, I put voltage to it and plugged it in and found a capacitor near the NAND that was heating up. Removed that and the short was gone.
