Screen On Boot Up Scrolling Then Going White Macbook Air 13 Early 2017

When I boot up the screen is scrolling up reall fast and then it starts fading to white. What is causing this please I can’t use my MacBook now.

@markstill45 - You’ll need to plug in an external monitor to be sure. If the external screen is showing this as well then your logic board (CPU) will need to be replaced. If not then its the internal display (T-CON)
