Just do a google search for shops that do micro-soldering repairs in your area. This is not a difficult repair but it does have complicating factors because it is done directly on the HB flex. So make sure to ask the tech if they have done this before. If the HB flex is damaged, then there may be no other option than to have Apple replace it.
The TouchID chip is tied to the phones logic board. You can’t replace it without replacing the logic board as well! Your only hope is bringing your iPhone to an Apple Store for them to exchange the logic board and home button assemblies.
