Has sound no picture, can see images with a flash light. How do I find what to fix?

Get a service manual. The backlight power supply is a switched mode design and startup is failing. A soft audible “tick” every few seconds is more evidence. There are capacitors 10uF and larger near the transformer secondary of the backlight section, replace them. I’ve fixed several monitors / TVs that way. It should be a “sticky” in this forum, it’s that common. Many displays use CCFL backlighting. Really (~1/8”) small diameter “U” shaped tubes, fragile as !&&*. They need ~700 -800 volts AC to run
