The water dispenser in my refrigerator only works after unplugging and replugging the water filter. When I do so, it’ll work for a while. After an hour or so, the dispenser stops working, then I’ll have to unplug and plug the filter to get it working again.

There might be a switch that cuts off the water supply when the filter’s out. If that switch is misaligned or faulty, then it might be causing the fridge to think the filter’s out when it isn’t. Check around where the filter fits into the fridge and see if there are any obvious switches, buttons, or sensors. It might be clogged, blocked, or broken. If it’s more of a water flow problem, where the dispenser is still trying to give you water but it’s just not flowing out properly, then there might be a clog in the filter itself that’s “resetting” when you take out and put back the filter. Check where the filter connects to the fridge for any blockage such as packaging or a precaution label that needs to be removed.
