I have changed out the rear camera and still doesn’t work
Keith Hack since you already replaced the camera the likely a problem is with the power button flex. Consider replacing it. After that you are having an issue with the logic board which would require some board level repair (good tools and good skills required).Something like this Let us know what you find out.
